Brooklyn heatwave solutions

As soon as temps reached 90, hydrants come alive. Turning frowns, upside down!! I know, it's totally wasting water, but in NYC, this is a form of release, no one gets too hot-headed and cause trouble when everyone is having fun. This is a tradition in NYC when there is a heatwave. Word used to be, is that the FDNY, Fire Department of NYC used to lend out the wrench that opens any hydrant, but neglect of leaving it on when no one around, vanished that rule. Now some hydrants in certain places have locks on the spout too, so even it someone gets the tool to open the nut on top, water won't come out until the cover is removed.
